I have the same problem. This is a persistent bug that pops up all over the map. I actually managed to fix it in one spot by totally rearranging the houses- not just moving them to a different spot and then moving them back (I tried that) but totally rearranging the area. This worked on a garbage service "shortage" (My capacity was way high. I would recommend giving that a try!

I guess then I'll just dump the game cuz really punishing you for trying to develop is extremely stupid and seems that the devs cannot do anything about it.
Spending time on workarounds and trying to make it work is worthless.
