I got to the level where Waste Management was introduced. I built a garbage dump but nothing changed (my capcity went above the city demand); the city still complained that there was garbage everywhere.
I bought a second incinerator (my capacity is now 111, city demand, 41) however still nothing is changing. How do I unbug the waste management to start working or am I missing something key to get this working? Everything is connected properly with the roads.
On the move screen when you click on one of the waste managements does it show you that it is flowing?
Maybe try moving it around some. When I added the sewage, I had trouble getting it to work right. When I clicked on it to move it and then moved it around (I had 3 small ones to get working) I finally saw that everything was flowing to one of the 3 sewage overflow pipes. Not sure if you no this so I'll mention it that each one of these type of items like the water, sewage, and power have their own color of lines flowing from the housing to it.

I had built a road to the back of my city and placed my incinerator there to keep it away from the residents. I continued to get the complaints that garbage was piling up, so I checked the flow lines. Found out when I built the road it didn't extend fully to my existing roads (it was easy to miss on my iphone) so the incinerator wasn't connected to any of the houses.
