I had built a road to the back of my city and placed my incinerator there to keep it away from the residents. I continued to get the complaints that garbage was piling up, so I checked the flow lines. Found out when I built the road it didn't extend fully to my existing roads (it was easy to miss on my iphone) so the incinerator wasn't connected to any of the houses.
