What is HQ mean on this EA SimCity BuildIt Help site?

On this official EA site, "HQ" frequently comes up and doesn't make any sense.

Particular comments that don't make any sense,

"For most specializations, the relevant HQ must first be placed in your city to unlock the rest of the buildings in that category."
"The HQ will count toward your coverage area for the specialization effects, too, so be sure to place it near residential zones"

"You’ll get some Simoleons back if you decide to remove parks or HQs, but buildings bought with Golden Keys can’t be refunded, so make sure you absolutely need the space or have decided against following up with this area of specialization. "

    It stands for HeadQuarters  :-)

    You buy the HeadQuarters (department) for each section and then it opens all the other buildings in that section.  i.e. you buy the department of education and then you can buy schools, university, etc.   Buy the Department of Transportation and you can then buy a bus terminal, and airship hangar, etc.
