What is the purpose of LEVELS ?

Hello everyone ,  Currently i am  at Level 57  with my Simcity BuildIT Town.  At level 38 i could start build TV...later around  45 Level i could build the 11th Factory.... Since then for last 12 ...

    The levels are mainly for lower levels to gradually add things into the game. I am level 65 and have 12 factories but don't remember what level the 12th came at. It also gives the developers ways of adding things to future upgrades. Cheers

hey , ty for answer..i just reached 58 few hours ago...and i got a new factory..so im on 12 now also..

Is there a 13 factory at some level ?
