I had the same problem. my coal power plant stop importing coal. my trade depot stop importing coal and stop exporting stuff that i recycle. it made me go bankropt and my city burn!
I have been having the same problem in one of my cities. I have about 4-5 full depots of oil set on export and they just sit there. It basically makes the city worthless.
