You may have done this already, but I had the same issue when I got to play my only 15 minute stint.
I looked at my 3 trade depots and the global market rules had reverted back to "Use Locally" Instead of Export for all of my goods. I sold them all at once and got the HQ achievement.
Same issue!!!!!!!!!!!!!!!!!!!!!!!
