It seems like it may be related to multiple trade depots. I had 1 depot, it was full, so I added another and then they both stopped exporting. I bulldozed both, then just added one, waited for exporting to begin, then added another. Now the 1st is still exporting, but the second wont.... ughhh
I found that when I had more than one depot, unless they were right next to each other they would not work properly.
I had 4 depots working perfectly well all next to each other in the north end of my city. Then when I added the Port on the water to the south, also closer to the main road coming into town, the trucks stopped making the treck up north through my city to the other 4 depots.
