So, there is some problem that is preventing your factories from delivering the Omega, therefore the storage lots fill up and production stops. Most often, the problem is traffic in one way or another, but it can be other issues. Trucks can go wonky, like they do at trade depots, so sometimes demolishing the truck garages and rebuilding can help, but if the factories are just filling up again it's more likely the Omega is moving too slowly from the Omega factory to Industrial.
How Omega works is that the Omega is delivered to factories; the factories then will deliver Omega to Commercial. Drones are delivered to Residential from the drone assembly lines, and then the Residential becomes Omega-owned by shopping at Omega-owned Commercial.
So - there are a couple reasons that could cause your Omega to not make it to factories.
1. Workers are not getting to the Omega factory - traffic issue. Build your Omega factories right next to or scattered in your industrial area so they don't have very far to go. If either the Industrial or the Omega frequently closes because of no workers, the Omega isn't getting delivered.
2. Workers are not getting to the Omega factory - population issue. Check your stats - you want 0 unfulfilled freight orders. If you have unfulfilled freight orders, you have too few industrial buildings, or too many commercial buildings. Balance your Industrial and Commercial buildings so that you have enough Industry to supply the Omega to Commercial. Check your jobs stats. If you have more than half the number of available jobs unfilled in any wealth class, you have a population problem and need to build more residential.
2. Lots of sick Sims - very common with Omega factories. Check your germs maps and ground pollution. Build factories on the side furthest downwind so the pollution drifts off the map, not on your Sims. Max out a couple of hospitals and accept that you'll be doing well if you only use a few dozen Sims per day.
3. Not enough drone assembly lines - move that Omega out of the Commercial and create the Residential Omega households. Add drone factories and watch their traffic, too. Even tho they fly, they fly above the roads, and can get stuck in traffic just like the trucks.
Watch your traffic and the Omega flow for a while, and you should be able to narrow down where the issue lies.
Yea I understand all that and i build according to all those suggestions they are on high density HWY across from the factories on the side of the map where the wind is blowing off this usally happens when i build my second omega co factory and I tried to destroy it and rebuild it but no luck even have over 1k low class unemployed 600 med class unemployed and 230 high class unemployed as well. It doesnt happen all the time and not sure if this with certain maps or cities

If it happens after the second factory, maybe you don't have enough industry and it's not getting delivered because there's nowhere for it to go? I usually force industry to stay at medium density. 1 Omega factory and 1 Robotics factory fits exactly for 7 medium density, medium tech industrial buildings. Pretty important to get your tech up to medium (use community colleges) and make sure you have zero unfilled freight orders.
So if you draw a straight line with a dirt road that costs 1440, then draw another one that is 440 away from the first one, you can fit them. So you have a rectangle that is 1440 x 440 - 7 MD industrial buildings will fit on one side, and 2 Omega factories will fit back to back with them on the other side. You'll even have room between the factories to plop a ground scrubber if you have unlocked them. Make one of the factories a full robotics line and the other a full omega line.
Having all medium density buildings makes more money from Omega than high density.

Here is a full Omega city. The R & C are on one side, and the I is mixed in with the Omega factories on the downwind side.
See how I have two Omega factories, then a line of 7 industrial buildings? The traffic is optimized to get the trucks and drones back and forth as quickly as possible.
Here's a closeup of the buildings:
The industrial building roads have 7 medium density, medium tech buildings, then the Omega factory rows have one Omega and one drone factory. (The one with all 3 resources in it was because I accidentally plopped a drone assembly line in the Omega factory and can't get rid of the processors after fixing it)
It's important to have zero unfulfilled freight orders. Much easier to get the ratio right before you plop the Omega.
This is a small one with just a couple of Omega factories. The Omega delivery stalled a lot on this one at first, I had to do a lot of different things with traffic flow to get the deliveries to work.
Three roads of factories and two rows of Omega work out really well. I added another drone factory afterwards, because I put drones in the hospitals and police stations and needed more production.
This is how I measure - using dirt roads as a ruler:
Use a dirt road, draw a long line for the factories that costs 1440 simoleans. Then draw a perpendicular line 440 simoleans long for the width (see the width measurement in the picture). Use the rectangular drawing tool to snap a box that is 1440 x 440.
If you put roads 440 apart instead of using the grid lines, you can fit medium and high density buildings back-to-back with no wasted space in between them. A road that is 1440 long (on a flat area) should fit 7 industrial buildings or 2 omega factories perfectly as you see in the picture.
I hope this makes sense. The biggest culprits for your problem are probably traffic and population. You want the right mix of RCI and a really good traffic flow so none of the buildings ever complain that they're not getting Omega. Hope this helps!
