Hi @jimmack440 - to play SimCity offline, you need to go in to Single player mode. On the launch screen (in multiplayer mode) push the green "Play" button on the right side of the screen.
On the next screen above the Resume, Play, and SimCity World buttons, there are 2 tabs. Click on the Single Player tab and that will put you in offline mode.
If you need to transfer regions from multiplayer/online mode to single player/offline mode, follow these instructions:
