Thanks this worked.
Except. some of the instructions are confusing.
- logout of origin
- right click on origin and start as administrator
- Log in
- right click on simcity and select repair (allow to repair)
- right click on the game again, click Game Properties
- stop IGO (in game origin -on my version (windows 7) IGO is a box you check, or un-check -make sure to check the box.
- now start the game - it works fine.
