With all of the people raging about the broken servers, I wonder if anyone with read this.
I have been able to play for the last few hours, and have built two cities, one industrial, mining coal and ore, and one gambling city with heavy residential. The goal is obviously to get those residents to commute to my industrial city and get jobs. Unfortunately nobody is commuting, and my industrial city has taken a slide down the tubes. All the buildings are getting abandoned due to no workers, and im no longer able to sustain the city.
Now I know there are enough residents able to head over there and work, but they simply wont... has Commuting been broken in addition to cheetah speed?

Have you created agreements with your connected, adjacent towns to supply workers?

One of the things I realized is that you need to add on the Utilties and possibly Transportation offices to City Hall. If you read through some of the descriptions for the different City Hall addons it mentions activating them for the region.
However even after doing that, I can't get water to flow from one city to another (I see the blue arror going from the selling city to the purchasing city). Apparently some people do get some to flow but it seems to be capped.

doesnt work that way they just do it automatically, or at least they should

Can anyone explain how can i trade Ore, Coal and Oil between city A and city B? I know you can gift it but you have to do that manualy. Is there some other way?

I don't think inter city transactions are working well or at all.

I have an oil city with 150K residences with unemployment of 3K low wage sims. 3 other cities in region with access to rail and bus terminals. My city had 2k unemployed low wage sims, yet would only export about 200 per month.
As a side note, it appears bus terminal busses from neighbor cities are clogging the hell out of my city. They should only go to the Local Bus Terminal, not to each bus stop in my city.

to have your sims commute to other cites you
have to make sure that the roads connecting to your other cities are med dense to high
also make sure one of your town halls has a transportation add on moduel and each city has to have a connection to a train or bus
it takes about 30 mins to see the affects take place *in each city* (so you going to have to play 30 mins for each city you want to see this change to)
also this is very important if one of the cities has enough jobs your sims will not leave your city to commute to an industrial city to find a job
so make sure that if you have two cities that have industrial but your main city has none but has commercial you must remove half the work force
and you will see that sims will have no choice but to leave your current city to travel to another to find a job
so step by step
one make sure city one has no jobs for sims to work for
two make sure roads connecting to the main outlet road are med density
three make sure you have a department of transportation set and bus station and stops all around and or train station
make sure your other cities have bus stations and stops to job sites
and you should see progress in 10 mins or more
i have three cities two are industrial and one is just plain residential
my resident city has all the schools and my other two cities have ppl pouring in to come to school in my resident city
cause i have the only school in the region catch is plop school bus stops in the cities with no schools and the other will pick up the slack
it goes the same for any other zone
my industrial cities have ppl pouring in from my residential city for work cause i have no source of jobs in residential city

when you want to give utilities to other cities in need
you have to be in the city you started the service you want to provide to your other cities for a few mins
make sure that the city you started the service such as power is on and running also make sure that it is supplying power
once you have made sure the following is set you may now go to your other city and see if the service is set up to buy
this takes about a few mins of game time
its best if you set the speed up to two arrows to make sure time is going by quick

Did you ever find a solution to this? I have the same problem. I have between 20-40 buses from other cities clogging a new little town that I just created after placing a few bus stops. I don't have a terminal and do not have shuttle buses in this little city. I did create a commuter parking lot but that doesn't seem to change anything.Half the time they seem to arrive empty and leave empty after driving around the little town for a while.
Also, what the heck is with all the rediculous pathing and u-turns of most vehicles including (and especially) the buses? It seems completely broken and aids in the clogging of the town. No one makes u-turns at the rates the cars in simcity do.

this is part of the traffic bug i was noting in other post and i think this one as well
where even tho i do have massive amount of bus stops and such the other cities seem to wanna throw busses in to my population city and clog my streets
and what does not help is that my city is clogged with cars wouldnt you think that with alot of bus stops there wouldnt be much cars in the streets

Same problem. None of the inter-city interactions work for me at all on NA East 2. I built departments of utilities, transportation, etc. in one city in the region, and none of the neighboring cities recognize them. It lets me click on the "buy" buttons for power, water, etc. but no services ever arrive. Ditto for anything else you can think of (regional buses, zone demand, commuters, etc). My understanding is that the servers simulate all of the inter-city interactions, so it makes sense that these aren't functioning at all, given that every other server-related thing is totally broken. Maxis may even have turned these off intentionally to try to slash the server load as much as possible just to let people get in and play something.

Been having the same problem. I can't export or import electricity, sewage, water, workers, or gift anything. I'll send money to another city, and they'll never get it.
*puts hands up* I give up. Wake me up from my rage-induced hibernation when this game is playable, please.

The commuting is not broken per-se
The main issue is that the servers dont automatically sync your citys till you quit simcity the normal way. meaning even if you have multiple cities that you made during the same play they wont see each other till you quit sim-city and reload in. If you do this then you will be able to see the difference commuters will start coming to your city and you can trade power,sewage and that kind of stuff with out issue.
I hope they fix the sync crap so i dont have to waste 10 min every time i make a huge change to my cities such as getting power from that new coal power plant i just set up to my casino city which has no polution creating buildings (no power,no room) =.='- 12 years ago

odd, it worked for me.. then again it was 4-5 hour break inbetween log-in's ... maby even though when you log out and it says "syncing citys" its actually putting it into a pool to be sync'ed
I really wouldnt put it past EA for being lazy... and slow with such things.

Bumped for justice. No region sharing in my cities going on for anything. My cities will not recognize the buildings i have already built.
