I have the same problem, and how do you make the agreement?
One of the things I realized is that you need to add on the Utilties and possibly Transportation offices to City Hall. If you read through some of the descriptions for the different City Hall addons it mentions activating them for the region.
However even after doing that, I can't get water to flow from one city to another (I see the blue arror going from the selling city to the purchasing city). Apparently some people do get some to flow but it seems to be capped.
I cant seem to get any new residents in my old Region, i can get water and Power from my other cities but no new residents.
One city no one has money cause they can't commute no power cause its not coming from the other city, other city has no where to ship frate so factories are being abandoned and no water cause its not coming from the 1st city, Third city has no power no water and no commuters. I really hope this is the next thing they fix.
The city hall offices wont share across my city's and its pissing me off
I cant get the regional bonuses from the city hall/specialisation buildings to affect all my citys in a region. My second city got the effects, but the third city Im building up cant build any of the bonus buildings without meeting all of the requirements. Is this an issue with the game, or is there some limit on regional bonuses I dont know about?
You just have to wait ... it will come at some point ... but it might be a bit slow ... ( few real hours ) in my experience.
