Resolution means toolbar and other icons too zoomed out

After the 5th person I spoke to from EA proved unable to sort my issue out, I was told to post my issue on here. I recently reinstalled Simcity to this laptop which has a 1920x1080 screen resolution...

Thank you for your response and help on both of these! I have an AMD Radeon graphics card and Windows 10 home I believe, used their website to find the answer; downloaded something from there. Even though my laptop is 1920x1080 I am now running both sims 3 and simcity in resolutions lower than that and yet they are still fullscreen; no black round the edges and the toolbar etc are not zoomed out like they were before. It's really strange as before I reinstalled them they were both on 1920x1080. Don't know how they're fixed but they are!
