Sim City 2013 keyboard cheats for sandbox keep disabling themselves.

Hello. This bug is regarding the Sim City (2013) game. 

When I enable sandbox mode, I'm not sure if the cheats to enable/disable certain features such as fires, police, garbage, sewage, etc. Sometimes when starting a new map, the cheats are sometimes enabled or disabled, and I'm not sure if they are or not without pressing the keys to check the notification above, and also when enabling a cheat, (which disables the need for a service), a few Sim Years later, the cheat(s) decided to somehow disable themselves, making the service required again. My questions are - are the sandbox cheats affected by certain population growth or city development, and are those cheats enabled or disabled on default when starting new maps or cities?
