If you purchased and installed SimCity before, and now you can't find it in your game library, it's usually a case of being logged in to the wrong Origin account. Try using any other email addresses you may have had in the past. (You can try "reset password" for your other emails, see if any of them get a reply; if so, that is probably the account you used for purchase). Once you find the account and game, you can use the steps in the help article What to do if you accidentally made a second EA account to combine them.
If it's not the wrong account, you might have accidentally set a filter in your library to only show "Games Played this Week" or "Installed Games". Go to "My Games", under "Show", make sure it's displaying "All Games".
If it's not any of those, then contact an EA Game Advisor and explain the situation to them so they can help you in recovering your original account: https://help.ea.com/en/contact-us/new
