Simcity (2013) cheats change automatically

I'm currently using the Sandbox mode to alter the cheats of fire/illness/crime. They do turn off and on, but after a certain action or step, such as changing cities or loading them, they would turn off, when the cheat was originally on or turn on when the cheat was off. 

I'm not sure how to keep the cheats exactly how they were, so I'm in need of a lot of help. 

Also there is a debug tool, anyone know how it works?
