Have been having the same error too since late yesterday eve.
Pretty annoying. I've got 10630 hours in this game (yes, over 10 thousand) since launch and have seen this issue before, but not this long.
I usually have it running in the background while working in my studio, hence the huge amount of 'play'-time. Sometimes I totally forget about it and find out it's running 4 hours later.
Anyways, back on topic, this and other errors are more and more visible in the past few years. Not only in SimCity.
Other games have this as well, as well as 'login credentials are out of date'. You have no idea how many times I have had to change my password in the past 6 months, sometimes more than 10 times in one single week. And all because EA thought the 'EA app' would be a great successor to Origin. I don't want to bash EA for everything, but things are not going well (I'm still missing DLC's from older games that are suddenly GONE and I have supposedly 'never had it' according to EA support (despite my proof having it).
I hope they do fix it, I have several cities with a 700.000+ population and over 800 millions simoleons each. Would be a shame to lose it (again).

9 hours and counting for me. This stinks out loud.
But yes this migration seems to be affecting many of their titles.
