You said the game shows as installed but stuck on finalizing? Are you sure there is no SimCityUserData folder? It would be in the Program Files folder, not in My Documents
Default location is C:\Program Files (x86)\Origin Games\SimCity\SimCityUserData\Patches\UpdatedApp
Copy to C:\Program Files (x86)\Origin Games\SimCity
When SimCity won't launch, or launches and hangs, it's almost always something blocking the program from running. Try the steps below to see if you can identify the problem:
Always run installation files "As Administrator"
Firewall and Antivirus - Make sure SimCity.exe and Origin.exe are added to exception lists. If you have BitDefender installed, disable it.
Graphics drivers and OS are patched and updated to newest versions. It looks like you've had an error with Windows update before, make sure the newest patches are applied
SimCity.exe and Origin.exe - Set them to run "as administrator"
Nahimic 2 or 3 from MSI - this is an audio management program that comes with MSI motherboards. Disable or uninstall it. Nahimic is known to cause this issue.
Disable Origin in-game In Origin main menu, right-click SimCity icon, Game Properties, check the box that says "Disable Origin In-game"
Run in Windows 7 or 8 compatibility mode - right-click SimCity shortcut; choose Properties > Compatibility tab > Check the box to run in Win 7 or 8 compatibility mode
Turn off Controlled Folder Access -

If none of these work, try a Clean Boot https://help.ea.com/en/help/faq/how-to-clean-boot-your-pc/ and attempt to launch SimCity. If it launches, you'll have some detective work to do. Enable one startup program at a time, reboot, try SimCity, until you find the program that is blocking it. Once you find the offending program, disable or uninstall it. You should be able to launch SimCity successfully without doing the clean boot after disabling the offending program.
Definitely post back and let us know whether something worked. If it still won't run, reply back with any additional information, if there are any error messages, etc.
I'm sorry, I'm away from my computer for the rest of the day, it may be tomorrow before I get a chance to review the dxdiag properly. I will let you know as soon as I can if I see anything else.

1.) In the C:\Program Files (x86)\Origin Games\SimCity there is only "__Installer", "SimCity", "SimCityData", "SimCityRecovery", "Support" folder and .dll-s.
2.) Internet access with wired access, not wifi
3.) Origin.exe and SimCity.exe run as administrator (right-click on exe and attribute/compability/setting)
4.) In the Windows Defender SimCity program added private and public exception (program name beside check box). Origin isnt in the list.
5.) There is no nahimic intó the computer.
6.) In Origin main menu, right-click SimCity icon, Game Properties, check the box OFF that says "Enable Origin In-game", I didnt find "Disbale ....." sign, just "Enable..."
7.) Clean boot - i've done earlier with EA advisor

Thanks for trying everything & all the excellent feedback! The screenshots were very helpful, too. I noticed one of them said Download Failed, so I think the problem is probably more with Origin & downloading than with SimCity.
A couple of important things - be sure you are not running out of space on your C drive. And make sure your time/date is set to the region your computer is set in (Hungary, I think?) If possible, reboot your router/modem.
On your computer, close all your programs including exiting Origin (from the Origin menu, don't just click the X). Then clear Origin's cache following the instructions here: https://help.ea.com/en-us/help/faq/clear-cache-to-fix-problems-with-your-games/
Next, flush DNS cache as described here: https://help.ea.com/en/help/pc/connection-troubleshooting-advanced-pc/
Then cross your fingers, log into Origin again (as Administrator) & right-click the SimCity icon. If there is a "Repair" option, choose that. If not go ahead and click install.

EDIT - @furujka (tagging so you see this addition) If the above doesn't help, please attach a copy of your InstallLog.txt to your reply. It will be found in the C:\Program Files (x86)\Origin Games\SimCity\__Installer\InstallLog.txt

Hi,
SimCity folder (C.\) size is 2,98 GB, empty space size (C:\) is 50 GB. I think downloading is done (i remembered the process), but maybe you are right.
EA advisor suggested the cache clear, so I made the process yesterday. It didnt work.
Modem/router switch on and off every day. The time and date is set, but i dont know why important. Where do i check the region-settings?
The DNS flush seems to be hard and risky for me, i am not so good in programming. You think it is definitely necessary?
The error message in the attached screen-shot shows the Origin is offline. Is this my PROBLEM?

Hi @furujka - yes, definitely! Origin thinking it's offline is a problem. It's unfortunate that the Origin cache clear didn't work ☹️
I know the date/time doesn't seem like it should matter, but it does. There are several reports of changing the date/time to "auto synch" helping with Origin issues. Right-click the date/time in bottom right of screen > choose "adjust date/time" > "region" (left side of screen)
The easiest way to check if it's the issue is just change the settings under Time & Time Zone to "Automatically"
We can hold off on the DNS flush for right now, I understand your worries. It looks scarier than it is. But, let's try some more connection troubleshooting before moving to that.
Obviously, your computer is online or you wouldn't be able to post here, so make sure you haven't accidentally put Origin offline - in Origin, go to the Origin menu > Go Online (if it says "go offline", then it's already online) .Actually, with all of the different work you've done, I would just Exit Origin completely - Origin menu > Exit - then reboot your computer. After your computer loads Windows, log in to Origin. As long as it doesn't tell you you're offline - right-click SimCity. If there is a "Repair" option, choose to repair and see if we can get it installed.If there is no Repair option, please send a screenshot of what the menu looks like.
Thanks for hanging in there with the troubleshooting - Origin can be stubborn sometimes.
