In windows vista, 7, and 8, Microsoft rolled out a security patch that disabled a *potentially* security-vulnerable driver known as SECDRV.SYS. It just so happens, that nearly all old games pre-2003 or so require SECDRV.sys to be running in able to play the game. Simcity 3000, sadly, requires this driver. If you're still on vista, windows 7, or windows 8, it's fairly easy to re-enable the driver and play the old games through the built-in registry editor, and there's plenty of websites with tutorials (Just search-How to Play PC Games That Require SafeDisc or SecuROM DRM. If you're now on windows 10, like me, Microsoft opted not to ship the driver at all, rendering all the old games unplayable on windows 10, unless you get them through a digital download site like origin, or GOG. I've seen people reenable the driver, and I actually tried to copy the driver from my Vista PC over to my windows 10 pc and, but that didn't work for some reason (If anyone knows I'd be happy for any help).
That's the long and the short of it. EA can't do anything but release it on Origin if people are to play it on windows 10, because the driver needed to use the disc itself isn't even included. Those of you with earlier windows, follow a tutorial to reenable the driver. I have also attempted running these games through an XP and Vista VirtualBox, because I lost my dad's copies of 95 and 98, and I had no luck with those either.
