Hi @kretorrbwly - Sorry you've been having troubles with contacting EA. Due to the current pandemic, EA Customer Support has temporarily changed their operating hours AND the Customer Support lines are probably extra busy.
I can answer your main questions:
1. No way to get SimCity 4 Deluxe on CD to work on Windows 10. The game CDs were protected by a now-unsupported version of DRM / copy protection called SecuRom, which is not supported by Microsoft anymore
2. You might be able to get a digital copy to replace the CD; if you bought the CDs as a new, unopened retail box. If you recently purchased it as a used game, the code is probably already registered. In that case you would have to return it to the seller and explain that you can't use it. If you've owned it for a long time, it's also possible that you registered it in Origin under an old account, and you might be able to get that transferred to your newer account. In any of these cases, you do have to Contact EA and talk to them so they can help.
3. Since you opened a case and they want to speak to you, you will want to open a live chat with them. (you can check your open cases here: http://help.ea.com/en/my-cases)

Unfortunately, that means there is currently no advisor available at the time. It was either outside the temporary operating hours (8:00 a.m. to 11:00 p.m, UTC Monday - Saturday) or all of the advisors were helping others and unavailable. The only thing you can do is try again - and try to be patient, as I'm sure they're doing the best they can under these circumstances. I know it can be frustrating. I hope you can get through soon and resolve this issue.
