There is no mention I can locate of any platform less powerful than a Tablet type computer to run Simcity 4 Deluxe. You must be mistaken about any commercially offered version in active distribution for the standard smartphones.
I would also presume that you will be better served through choosing AHQ's main Simcity forums to post in, rather than "Other Games".
