Fixed it, I did another clean reinstall. I guess patience is the key.
Hey I have had the same problem, where I wasnt able to play the game for the first 2 days i had it. After talking with EA customer service via Chat i went through many options to see what may have been causing the problem. At first the EA customer service agent had me open Program Files (x86) > Origin Games > Sim City and delete the "SimCityUserData" folder. This allowed me to play the game, but I had to go through the tutorial again. After shutting the game down after this, I ran into the same problem old error - "SimCity has stopped working" when I attempted to join another server. So I went and deleted the "SimCityUserData" folder again, and was able to successfully start the game, however I had to go through the tutorial again. So that was a temporary fix, but I think i encounted the "SimCity has stopped working" error a few more tries after doing this.
Finally, the customer service agent and I, tried another option. He had me right-click Origin and go to 'properties'. Then click the 'compatibility' tab. Here I un-checked the box saying "Run this program in compatibility mode for:". Previously, this box was checked, which seemed to be causing the problem. Anyways, this finally seemed to work, as I can now play the game without going through the tutorial each time. So I figured I will spread the message since I have endlessly been reading forums for a solution. Good luck.
Disabling origin-in-game in the advanced settings fixed the problem for me.

To disable Origin in game, open the Origin application on your desktop. In the top, left corner click on the drop down box that says "Origin." Click on the option titled, Application Settings. Once you are there, you will click the sidebar option that says Origin In Game. Uncheck the box that says Enable Origin in Game.
