Simcity4 crash

Hello.

Playing Simcity4 always crashes, it is not possible to play.

I can enter and see the map of the region, but it is not possible to enter the city. I tried with the game's regions, with my old regions and created new regions, but all chash.

I've already done the repair and the problem remains.

Is it because of Windows 11? What can I do?
