Trade Depots and Trade Port not working

Seems I'm having the same or similer problem citys are running out of money due to trade depots etc not moving anything, trucks either just sit in garage or they leave and just drive up the road a few times then return without delivering anything, I have a city where the oil fields sit with full storage and depots with empty oil storage lots with the oil delivery trucks from the fields driving out of oil field into depot and back again without doing a thing other than that, no oil moved... 

All settings are correct ie export/sell oil and local deliveries are on.
