Unable to Activate SimCity (2013)

Trying to launch the SimCity game from EA app, but getting the following activation error.

1. I've confirmed the product key shows up in the EA app.
2. I've reinstalled the EA app & the game.
3. I've deleted the content in the 'Licenses' folder.
4. I've tried App Recovery & repairing the game.

Nothing has worked so far. Any ideas? Support suggested reaching out through the Forums.
