Hi @antkaty80,
Running as admin is not the exact same as being the admin. Could you try right clicking the game and selecting "Run as administrator"?
Please let me know if that worked for you.
- Anonymous10 years agoYes I right clicked and clicked on "run as administrator". It will show a busy signal and then nothing. I have Windows 7. Is there an issue with that maybe?

I have checked around some more for you and I think I found the solution.
The default installation folder for Simcity 4 is C:\Program Files (x86). This directory needs administration privileges and it just does not work with Simcity 4; it might indeed be a compatibility issue.
To fix this, completely uninstall your game and install it in the C:\Program Files directory--the two folders look alike, just make sure you choose the one without x86.
