I also play Starcraft II. While I am disappointed with EA/Maxis. Its not really fair to compare them to Blizzard. They have Billions coming in with WOW. They use that money on starcraft as well I'm sure.
But to answers your original question. All they have really done is enable cheetah mode and work on traffic a little bit. The cars will now take a longer route if it is less congested. Still has major traffic problems and everything else.
You think the Sims and all EAs sporting games aren't raking in tons of cash that could've been spent on a better SimCity product? Not to mention all the other titles published under them IE. Dragon Age, Mass Effect, Battlefield etc
Yeah. I'm sure they have plenty of money. How they put it to use who knows. But they are still a fish next to the whale that is blizzard.

In regards to what you said above, despite the money, the situation has me thinking that the Glassbox is flawed causing Maxis a longer delay in figuring out how to patch the game, if even possible. I guess time will tell. So until then, enjoy your weekend!
