Cant unlock Gullcrest village

I have been playing for a while thinking it would just resolve itself and it has not have 146 out of 250 and still cant get the challenge for gullcrest it just says i have 0/70 looked at some post of people that have same problem and no one has replied so if anyone knows how to fix please help

    I've been progression locked in Hedgemont as well. I don't want to restart days worth of experience and points either. Also this needs to be fixed before season one comes out. It's difficult to find people to help in co op when all you have unlocked is Hedgemont. It's the #1 things stopping me from buying the game.
