I made a post about this as well with my own screenshots just to make sure they see this issue. It seems that pop is calculated as a fraction of your character’s height, and not a defined value based on the world around. The solution would just to have shorter characters pop like 1.5x what a tall character would, proportional to their height settings (1-2-3).
