I am having this same issue including the fact I logged off at the same location. Not sure there is anything left to try. I've reinstalled and tried joining other players and nothing. I'll just keep checking the game and here for an eventual fix hopefully.
its for sure linked to that park in the south. id just avoid it all together if you still arent bugged out.
its so disappointing being excited for something and having it break and there not being a single thing i can do to fix it but hope one of the devs are actually reading whats being said here.

we found a way out and it’s complicated.
You essentially need to locate the frozen player. I was able to find myself by using the throwdown menu spot.
Another player in your server then has to build out to you and put something that touches your feet. You’ll need someone with long items to drop. Once it touches your feet, the game recognizes where you are and can teleport
