Mission glitch on manual labor

I’ve been playing the story missions and extras as I skate around and I’ve made it up to manual labor but for some reason it won’t complete the final step I’ve done it about 10 times with no luck I’ve uninstalled and reinstalled the game still no luck I am just stuck on the 5/6th step after completing the mission it spawns me back in the original spot it spawned me when given the mission not sure if someone’s had the same issue on another mission or what the fix could be if anyone knows please help
