Performance Issues

Cant run the game anymore. Please Help.

After the recent update my game is running horribly. Not to mention every time I log in/switch to a friend's lobby I have to switch from full screen back to borderless or it caps the refresh rate to what looks like 30hz/FPS. Prior to the big update I only had a few minor stutters here and there but now its awful. Also textures don't look right (blurry and pixelated). Changing the settings does NOTHING. Looking for any help please.
