Stuck on Hartcore Plaza balcony

My mission is locked on spots and how to own them step 2/3 head to balcony. For some reason I cannot get passed this step. I’ve tried reloading the game, restarting the console, and delete and reinstall but this mission is still not working. Could it be a profile related issue or mission bug i don’t know
