The San Van Seagull (graffiti)

Does anyone have clue about the tags of a Seagull on a deck around the map ?
And there are more like the same style without the Seagull too...

Hi. The seagull is a symbol of the city. That's not what you need to look for. There is a graffiti gift. They click and give a gift. 8 gifts were found. There are inflatable obstacles in the gifts. A body bounces off them :)
There are also graffiti of turtles on manholes. These are the moves of the ninja turtles 🐢 :) They can be used to move around the city like ninja turtles.
SVCC is the San Vansterdam City Council. This is all unoffensive Government approved gratify to add 'skate culture' to the city.
The seagull is the city government mascot.
