You don't have to unlock all things on one page; you only have to earn the amount of tix which the page shows - page 2 needs 240, I think. If you earn 240 through the challenges, you'll unlock page 2. I think this is how it works. Because I did spend some tix on p1 and it did not lower the amount of tix I needed for p2 but doing challenges did.
