Will Modding Ever Be Allowed/Encouraged?
A significant factor of The Sims' everlasting popularity is its vibrant modding community. Allowing the game's community to directly create content for it increases the production value and longevity beyond the scope of traditional game development.
I understand user created content would be in direct competition with the shop cosmetics that players are encouraged to buy. Perhaps a simple workaround would be all clothing/board mods being client-side, and the community could vote on popular creations to be added to the game as a full-fledged item.
As a player, I feel opening things up will allow the community to engage further with Skate, and allow it to show by example what they're interested in.
Even after moving to a free-to-play business model, I imagine Sims 4 community creations only add to the value of the game, encouraging players to purchase the professionally made expansions that simple user mods can't replicate.
