I'm not sure if I understood your issue correctly. You mean you try to use the button to toggle between 1P and 3P and instead it only changes your shoulder view (left and right)?
If that's the case, the button to change shoulder view and to toggle between 1P and 3P is the same. To change shoulders you tap it. To change views you hold it. So try to hold this button for a bit and it should change your view from 3rd Person to 1st Person.
