I somewhat agree with the OP. When I first started, I had the worst guns and no idea of what classes to play in what scenario or what skills to focus on or what to do. And I found myself on the bottom of the scoreboard with no fun toys to play with.
Then I watched streamers, especially Sacriel . I learned what they were doing to gain battle points and now I get enough to play a hero every match and sometimes two.
I quickly watched my position rise from the bottom, to the middle, to the top of the leader board.
Last night for the first time I got top score for my team a couple times and even got a MVP in galactic assault.
A lot of it is just figuring out what to do. The biggest part is figuring what classes are OP for what and playing to their strengths.
But now that my heavy has half the cool downs on his abilities, I can sentry every time the objective gets exposed rather than every other time. Now that my officer has a better pistol I can win gun fights I couldn't before.
So there is definitely a component of progression enabling progression. Power enabling power.
This all said... I'm not the most skilled player. I'm over 30 and my reflexes aren't what they used to be. I'm winning by playing smart (and I don't mean farming space ships!!) and using the right tools in the right scenario.
I feel like if people take the time to learn the tricks I'm using, anyone can be successful in the game even if they only put a casual amount of time towards it.
That said... most people are not going to do that. And if you lose your casual player-base, the game dies.
I really think they need to revamp the heroes regen and make it so that the heroes are more available. I actually prioritized getting my enforcer leveled up before doing any heroes because unless you are at the top of the board you probably won't get a turn on them if your team is doing well. That said, if you get good at enforcer or aerial they are both a lot of fun. I love the wookie enforcer and average at least one major vehicle or hero kill per turn on one of those.
