Wow, this reminds me of swbf I in 2017. Could you at least provide a screenshot of an admin chat message of him? Hide his name so mods here fon't remove it for naming and shaming rule. I'm really curious to see how an admin chat message looks like.
Besides that, I understand your frustration, however I don't think posting it here will do any good. Whenever hackers or cheaters are posted here, mods simply respond by guiding you to report them through origin's player report page. I wish you the best of luck in getting rid of this hacker.
Would you mind telling me in which server you use to find him? Maybe I can pay a visit to try to find him and report him as well when I see he doing some impossible things through normal gameplay.

I more concern that if this gamer can get into a server as admin, does this mean there is a breach in the EA systems? They seem not to be bothered to answer me about this, which is concerning. I would like to know if there has been a breach.

If there was a breach they'd never let us know. But I don't believe it's a breach. Probably like with SWBF2015, chat message status can be faked, but that doesn't mean the faker has an admin account, he probably just can send messages that display as admin messages.
Regarding the Server, you can go to Options > EA Account > Ping Site and check which name is there. If it's default, just go one to the right and it'll show its real name with the same ping number, that's the server you most probably play everytime you join a match.
