All colors are completely washed out

So got the game on PC via epic giveaway recently and noticed that whole game colors are washed out and bright menu colors, like selected button, are very bright and "bleeding". My screen has HDR set as off, windows has HDR as off and game itself is set as HDR off. Switching between full screen and borderless or windowed doesn't help. Flipping settings backwards and forward fixes it, but it's very inconsistent. Sometimes helps just flipping between dx11 and 12(have to restart game), sometimes helps flipping between full screen and windowed, HDR setting does nothing. Just restarting game or PC doesn't help.

This issue only happens on this game.

EDIT: Only consistent way to prevent this issue so far is DX11 borderless
