Download this driver removal utility: http://support.amd.com/en-us/kb-articles/Pages/AMD-Clean-Uninstall-Utility.aspx
Run the driver uninstaller and then reinstall or update the drivers.
TL;DR - your video drivers are likely at fault.

Just a follow up. I do use the clean install utility (in addition to other measure, like DDU to ensure a clean install) when I update my drivers.
This is the driver I am currently using, which is the most up to date:

So I believe there must be some other issue going on here?

This is so odd, your desktop is ok but your game window is showing CMYK (as opposed to RGB)
Have you set an odd GPU setting or edited a registry entry or flashed your GPU firmware?
Double check your video drivers but it is possible your GPU is physically borked.
