Anyone know why this game isn't on Playstation Now?

obviously, this game isn't being developed or supported anymore, so that's the main reason -  but I'm sure there are unsupported games inside PS Now, so why not this one? It's in the XBox cloud gam...

That's the Playstation STORE, I am referring to Playstation NOW which is the Sony cloud gaming network

Yes, you can buy the game or own the game and upload it to PS Now and play the game.

The question is why it's not listed on PS Now by itself. 

whatever, game is pretty much deceased anyway
