Wow you're absolutely right at 1st I thought it was just my imagination and I thought maybe i wasn't hitting the button hard enough but now since reading this post I realize it's a glitch and shouldn't be happening.
Fix you damn game EA or DICE especially the milestones not being able to unlock them one you complete them.
