The damage of AT-ST's Anti-Vehicle Missile is 350 + 100(BlastDamage). If you have epic card, it will be +40%, 490 + 140(BlastDamage). Very deadly!
So I suppose it is intended. But I might be wrong (as always). 🤔
Today, one of my friends gave me a video about this problem. In that video, full health Leia (650hp) was 1H killed by the AT-ST's Anti Vehicle Missile. And the AT-ST didn't equip an improved missile damage card. Interestingly, the missile was landed 2m or 3m away, so that was not the direct hit. It seemed that only blast damage was given. Probably it is now instakill AOE for the heroes.

Slightly off topic I still don't understand why players let AT ST trample over everything and dominate the game when ion torpedo shots damage have been significantly increased.
