I noticed this happen when I equipped the star card to get the AT-ST barrage to cool down faster.  Additionally, if i waited an extra 5-10 seconds after the ability came out of cooldown, it would actually work right.  It only skipped the barrage if I was trying to use the barrage shortly after the cooldown expired.
