Originally I followed a different guide for clean boot and that didn't help.
But I seem to have found that the culprit is a ROG service (Or maybe Oculus) that wasn't disabled using the other guide.
But now it actually seems to work. I have just started the game successfully 5 times in a row,
and that has never happened before 🙂

PS (The game was always fully installed. Randomly it would start and run fine,
it was just that most of the time it hang at the Arcade/Installation Progress screen 0% forever)

8 years ago@DarkingFlux Thanks for marking the Solution. Other folks have reported that ROG GameFirst is the specific program that leads to this issue for them, hopefully this helps if you ever need to install the game again.
