Using the PS4 SHARE feature I've captured a screenshot with HDR off (top) and one with in on (bottom). You can see a brightness difference in the screenshots, but it stands out more on the actual TV itself.
I've tried adjusting the settings in game and in the TV menu with no solution other than reducing the brightness overall. With HDR enabled it also seems to mess with the sharpness creating an artifact affect on the images. Though this may also be due to the brightness saturation.
I've also enclosed a screenshot from God of War with HDR enabled. As you can see the shadows/light look as intended with no over saturation of brightness.

When you have HRD on, have the brightness setting for SWBF2 changed and if you lower the setting do you still experience the same effect?
And one more question what TV do you use?

I'm using a Samsung KS8500. I calibrated the TV for HDR based off of input from Rtings.com aside from a few minor tweaks.

The in game settings are as follows:
HDR 10 TV Peak Brightness 16% (This is where the 2 boxes look exactly the same with no line on my TV)
Brightness 50%
I've tried lowering the brightness in game and on the TV. It only reduces the overall luminance, but the whites still look over saturated.
It seems this issue came with the last patch after the servers were down last week due to some issues. Its worked fine up until that point, but currently I've been playing this game with HDR turned off in my PS4 Pro settings and re-enabling it for other games due to this issue.

What's the latest on this issue ?
I just bought SW:BF2 for my PS4 and the poor image in menus and certain video footage is very striking with HDR on. The game play looks amazing though.
The best example is even just when the game starts. There are terrible halos around the "Star Wars Battlefront II" title screen. Also certain menu screens look very washed out. It's a lot better after turning off HDR.
I had the HDR setting to 14%. Brightness left at 50%. TV is a Sony XE93.
