@KemonoWan like @TiNie1977 warned, don't trust on matchmaking. However, it's not due to scarcity of players. It's due to its nature: Battlefront II's Matchmaking was nothing more then a way for devs to reduce the strain on their servers by merging lobbies together upon map changing. This way there would be less half-full lobbies, so people would play in fuller lobbies more oftenly, and that was the official reason they gave us for matchmaking. Too bad I can't show you a link to it, because EA deleted the Jedi Archives (the main forum where they announced this kind of stuff).
However, it took them until the game was discontinued (about 2 years later) to admit Battlefront's matchmaking had nothing to do with balancing teams by skill or level, or anything other then just randomly shuffling players around. If I'm not mistaken it's in a message from EA_Tom in the General subsection here in AHQ, but I can't recall where exactly. We all already knew this, but they finally admitted it.
So yeah, matchmaking doesn't do anything to make teams balanced. If teams are too unbalanced either try to reason with the enemy or find another lobby. There's nothing you can do, and devs will never comeback to this. If when we first complained the most they did was ignoring this request to balance the teams, now that they are gone there's no hope left.

That would be because EA genuinely doesn't care about their customers. Just their shareholders. The rest of us can die after we give them our money.
