BB-9E Charge Up ability is not reducing ability recharge time

Just to make things clear. BB-9E's charge-up description says that it gives teammates unlimited blaster fire for a short while (like when you hit that yellow bar when cooling your weapon) and shorter ability recharge times.

In reality it only gives teammates the improved cooling because the ability is bugged. This makes the ability very weak because it doesn't help saber heroes at all and that improved cooling is not that big of a buff.
